According to the progress of research and development in various countries, green packaging materials can be summarized into the following nine aspects:

In the future, the research and development of green packaging materials in China should focus on China’s resource situation, with the main direction of resource conservation, biodegradability, and easy recycling. In the hi-tech industry, we must closely track international trends, and adopt international green standards in R&D and production. Strengthen R&D collaboration between research institutes and manufacturing companies.

4. Packaging industry will accelerate development

China's packaging industry consists of two large blocks. The first is the packaging industry based on packaging and auxiliary materials and packaging machinery and equipment; the second is the packaging consisting of paper, plastics, metal, and glass. Product industry. At present, the second piece of packaging products has passed the efforts of nearly 20 years and has completed a quantum leap, which has made China's ranks among the largest packers in the world. However, the first basic industry is weak and does not match the second, resulting in packaging in China. The industrial structure of the industry is irrational. At present, high-grade packaging raw materials such as PVC, PET, PE, PP, PS and other resin raw materials, high-grade wood pulp and paperboard, corrugated paper, and aluminum foil all rely on imports; the overall level of packaging machinery is behind that of developed countries 20 In the year [1], 60 to 70% of the current domestic demand, especially high-tech equipment such as complete sets of corrugated board production equipment, plastic packaging production lines, lightweight glass production lines, and packaging and printing of complete sets of equipment also need to rely on imports; The current overall production status of China's packaging machinery is simple structure, low technology content products, high-tech added value, high productivity products; general machinery, special requirements, special materials processing packaging machinery less; more than one machine, complete set of lines The complete supporting nature is worse; heavy production and processing, light research and development, and innovative products independently developed are rare. Therefore, China's packaging basic industry has little support for the product industry. This is also an important reason for China's current "big packaging country," but it is still not considered a "packaged country." In accordance with the concept of scientific development, we must develop “all-round and coordinated”. To establish an independent and complete packaging industry system in China, the internal industrial structure of the packaging industry in China must be adjusted and balanced, and the basic packaging industry must be intensified.

With the growth of China’s economy and the growth of foreign trade exports, it is expected that by 2010, the demand for the packaging market will reach at least 5,000 to 600 billion yuan. In the 21st century, China will be the largest packaging market in the international economy. Demand for raw materials and packaging machinery will also increase significantly. According to experts’ forecasts, the annual growth rate of global packaging machinery demand is about 5.3%, which will reach 29 billion US dollars in 2005 and increase to 40 billion US dollars in 2010, of which China and India will occupy the largest share, so the international and domestic markets will be responsible for packaging machinery. The demand is enormous, and such a large demand will also stimulate and stimulate the rapid development of China's packaging industry.

(III) New Countermeasures

1. Accelerate enterprise restructuring, expand scale, and increase industrial concentration

Most packaging companies in China have developed from small street factories and small-scale collective enterprises. They have large quantities, scattered investment, backward equipment, and very slow scale development. After more than 20 years of development, there have been a number of large-scale and technologically advanced packaging groups, but the number is small; overall, the degree of industrial concentration is still very low, and the unit production cost is too high. At present, there are still more than 1/2 companies. Without systematic technological transformation, one-third of state-owned enterprises are at a loss. Taking packaging machinery companies as an example, there are more than 6,000 enterprises in total, of which more than 2,000 are not stable enough, only a dozen companies with output value and sales value exceeding 100 million yuan, and 50 companies with annual sales of more than 30 million yuan. The total sales amount is only 8 billion yuan, and the production concentration is only 20.66%. In order to implement the development model of circular economy and the need for more fierce market competition in the future, packaging companies need to increase their investment in technological transformation. In this regard, the classification of small enterprises is powerless, such as the experts on paper mills to control the scale of pollution demonstration, that the production scale is less than the annual output of 17,000 T alkali pulp mill is unable to support the establishment of recycling management system. Therefore, China's packaging companies must speed up restructuring, integrate multiple funds, expand production scale, increase production concentration, and carry out the necessary technological transformation for recycling production and clean production to meet the needs of the national macro-control of the scientific development concept and increase market competitiveness. It should be the top priority of the Chinese packaging industry.

2. Accelerate the implementation of the "Cleaner Production Promotion Law"

Since January 1, 2003, the National People's Congress has promulgated and implemented the "Cleaner Production Promotion Law." It will conduct audits of cleaner production for enterprises that produce toxic or hazardous products or pollute the environment. Those who fail will be punished according to law. Cleaner production consists of the use of clean energy, clean production processes, and the production of clean products (products that receive environmental labels). The key is to establish a clean production process, which is a closed loop of production from the input of raw materials into the recycling of wastes. It is required that materials that are lost during the production process, such as heating volatilization or sedimentation or running in the pipelines of equipment, must be removed. Recovery, return to the process or after appropriate treatment as a raw material and reuse, or waste treatment as a raw material for other production processes or as a by-product recovery. Obviously, cleaner production is the way to realize the circular economy model. We must use the "Cleaner Production Promotion Law" as a basis to speed up the implementation of this law in packaging companies, and it can also be carried out in conjunction with the IS014000 compliance to promote the early formation of a packaging recycling economy.

3. Adopt green GDP statistics as soon as possible to strengthen the awareness of packaging companies' resources and environment

Gross domestic product GDP reflects the country’s total economic output and can be used to indicate the country’s economic strength. However, it does not reflect the cost of economic growth in terms of resource consumption and environmental pollution. For example, China’s total economic output to the world economy in 2003 The volume contribution is 4%, but the consumption of coal, iron, steel, and cement accounts for one-third of the global total, and the production of the same amount of products brings much greater environmental pollution than industrial developed countries. Therefore, in our country's emphasis on saving resources and protecting the environment today, the use of GDP statistics must be revised. This leads to the concept of green GDP. Green GDP is GDP after deducting the cost of resource consumption and environmental pollution, so that it can better reflect the economic growth. Real state. To this end, after the Central Government put forward the concept of scientific development, the State Environmental Protection Administration and the National Bureau of Statistics have jointly established the framework of China's green GDP accounting system. The Framework of China's Resource and Environmental Economic Accounting System and the Framework of the Green National Economic Accounting System Based on the Environment will In each of the six regions this year, one province will be selected for trial. The implementation of green GDP accounting can restrain the government and enterprises from damaging the environment and wasting resources, which is conducive to improving the ability of the whole society to “green protection”. Therefore, only the use of green GDP statistics can meet the international statistical caliber.

Packaging companies should adopt a positive attitude towards green GDP statistics, so as to increase the awareness of resources and environment of enterprises and employees, better protect the environment, save resources, and produce green products that are welcomed by the society.
