"Method" highlights flashing

The first is the wide range of assessment. The assessment methods of each province (autonomous region and municipality directly under the Central Government) include, in addition to the total amount of water specified in the Assessment Measures for the Implementation of the Most Strict Water Resources Management System issued by the State Council, 10,000 yuan of industrial value-added water consumption, the effective utilization coefficient of farmland irrigation water, and important In addition to the four indicators of water quality compliance rate in the water function area, many other important indicators have also been added. For example, in the “Appraisal Measures” issued by Hebei Province on June 3, the groundwater extraction index was added. The monitoring and evaluation targets also included the water consumption of 10,000 GDP, the leakage rate of the urban water supply network, and the water quality of drinking water sources.

The second is to emphasize public participation. The “Appraisal Measures” issued by Hubei on September 26 stipulates that the appraisal shall be implemented in a 100-point system, in which the public satisfaction rate is 10 points, and the appraisal results shall be announced to the public.

The third is to stipulate practical disciplinary measures for those who fail the assessment. The “Appraisal Measures” issued by Guangxi on September 6 proposed that if the final assessment result is unqualified, a written report shall be made to the people ’s government of the autonomous region and rectification shall be made within a time limit. The environmental impact assessment approval for new major water pollutant discharge construction projects in this area will not be accepted for approval, approval and filing of related construction projects. Shandong's "Appraisal Measures" implemented since August 1 has similar provisions restricting the right to approve.

Assessment results are beginning to show

At the beginning of this year, after Tianjin issued the "Temporary Measures for the Implementation of the Most Strict Water Resources Management System Assessment in Tianjin", a series of normative documents such as the implementation rules and assessment implementation plans for the interim assessment measures were successively issued, which decomposed and determined the 2013 assessment objectives of each district and county. Exploring the establishment of the executive head accountability system for water resources management and river water ecological environment management. At present, 57 "rivers" have taken office. As the first person in charge of the river water ecological environment management in their jurisdiction, Tianjin has begun to conduct quarterly assessment inspections and notify the district and county governments.

After linking water quality to assessment, the local government's sense of responsibility for water management has increased, and water quality management has achieved significant results. At present, the proportion of Tianjin ’s main rivers whose water quality reaches Class V and above has increased from 18.7% to 25.8%, the length of rivers that meet management standards has increased from 71% to 87%, and the length of black and stinky rivers has been reduced from 184 km to 28 km .

Shandong has included the index of “water resource demonstration rate for construction projects” in the assessment of political achievements, and stipulated that “the demonstration rate reaches 100% to get full marks, otherwise no score will be awarded”. Thanks to this measure, Shandong has achieved a water resource demonstration rate of more than 90% for all construction projects that require water abstraction, and the planned water use rate for non-agricultural key water users has reached 100%.
